The Alberta Energy Regulator (AER),in an attempt to reduce the number of failures of high-level shutdown systems (HLSSs) at oil and gas production facilities, is introducing a checklist containing best practices around types and frequency of inspections of HLSSs.
The AER strongly recommends use of the checklist because it is a simple tool developed from the shared knowledge and experience of other operators in the province, and checklists like these have proven to be effective tools for reducing failures.
The checklist can be downloaded from the forms area of the AER’s website. It provides a means to assess the facility-specific risk of HLSS failures. In addition, it recommends best practices around each of the identified risks and how frequently operators should perform those actions. In support of this program, beginning in July 2016, our field inspectors will assist in educating industry about the program while conducting site visits. To determine the effectiveness of this program, we will monitor industry’s awareness and use of the HLSS checklist compared to annual HLSS failure data.
Also, in the event of a failure, the AER may request copies of completed checklists to assist in determining the adequacy and extent of the operator’s efforts to prevent the incident.
