This bulletin announces amendments to Energy Resources Conservation Board (ERCB) Directive 001: Requirements for Site-Specific Liability Assessments in Support of the ERCB’s Liability Management Programs. The changes are effective immediately.
In the June 2012 edition of Directive 001, requirements for updating site-specific liability assessment cost estimates have been clarified. Previously, Directive 001 inferred, but did not explicitly state, that licensees update their site-specific liability estimates every three years. ERCB practice has been to require updated site-specific liability cost estimates every five years unless an ERCB requirement stipulates more frequent updates. The ERCB has amended Directive 001 to reflect its practice of requiring updates every five years for certain types of facilities as identified in Directive 006: Licensee Liability Rating (LLR) Program and Licence Transfer Process and Directive 024: Large Facility Management Program (LFP). This will provide consistency among the ERCB’s various liability management programs.
The amendments involve removing the nonexplicit language regarding the frequency of site-specific liability cost estimates from Section 8 (previously Section 7) and adding a new section, Section 9: Updates to Site-Specific Liability Assessment Cost Estimates that sets out the requirements for updating site-specific liability assessment cost estimates.
