The Alberta Energy Regulator (AER) has received Application No. 1781418.

Description of the Application
Keyera Energy Ltd. (Keyera) applied under section 39(1)(b) of the Oil and Gas Conservation Act to amend Facility Licence No. 9527 to increase the natural gas liquids extraction capability of the Rimbey Gas Plant located in Legal Subdivision (LSD) 2 of Section 5, Township 44, Range 1, West of the 5th Meridian. The facility is located about 13 kilometres northeast of the Town of Rimbey.

The amendment proposes 23 570 kilowatts (kW) of additional compression, the installation of a new flare stack, and a new turbo expander unit with associated equipment to recover C2 (ethane) at the Rimbey Gas Plant. The plant is designed to process 11 918 thousand cubic metres of natural gas per day (103 m3/d) with a maximum hydrogen sulphide (H2S) content of 160 moles per kilomole (16 per cent). The amendment would permit the plant to recover a total of 4150 m3 of C2 (ethane) per day, 10 010 103 m3 of sales gas per day, 2264 m3 C5+ (pentanes plus) per day, 1600 m3 of C4 (butane) per day, and 3000 m3 of C3 (propane) per day. The facility would also recover 147.4 tonnes of sulphur per day.

Contents of a Statement of Concern

Your statement of concern must include
  1. why you believe you may be directly and adversely affected by a decision of the AER on the application(s);
  2. the nature of your objection to the application(s);
  3. the outcome of the application you advocate;
  4. the location of your land, residence or activity in relation to the location of the energy resource that is the subject of the proposed application; and
  5. your contact information including your name, address in Alberta, telephone number, e-mail address or, if you do not have an email address, your fax number,

Confidentiality
Section 49 of the Alberta Energy Regulator Rules of Practice (Rules of Practice) requires that all documents and information filed in a proceeding be placed on the public record. If you file a submission, you must not include any personal information that you do not want to appear on or are not authorized to put on the public record. Section 49(2) of the Rules of Practice states how to apply to the AER for an order to keep information confidential.

Compensation Issues
Submissions relating exclusively to compensation for land use are not dealt with by the AER and should be referred to the Alberta Surface Rights Board.
