This bulletin announces the release of Alberta Energy Regulator (AER) Directive 058—Addendum 2015-01-14: Oilfield Waste Management Facility Approvals—Notification and Amendment Procedures (January 2015 addendum), which is effective immediately and replaces the addendum that was issued on December 23, 2008.
In the January 2015 addendum, section 3.2.6 has been revised. AER-approved oilfield waste management facilities are no longer subject to a volume limit on the receipt of imported wastes generated from the exploration and production of oil and gas outside of Alberta (imported oilfield waste). Under the previous (December 2008) addendum, the total combined volume of wastes generated from non-upstream petroleum industries in Alberta and imported oilfield wastes could not exceed 25 per cent of the total annual volume of oilfield wastes received at an AER-approved oilfield waste management facility.
Oilfield waste management facility approval holders that want to remove any condition in their approval limiting the receipt of imported oilfield waste must file an amendment application with the AER requesting the removal of the condition.
All other requirements pertaining to imported oilfield wastes received at an AER-approved oilfield waste management facility, including the requirement that the waste management process produces a recoverable material, remain the same as in the December 2008 addendum.
