Common Carrier and Rateable Take Order Applications
The Alberta Energy Regulator (AER) will hold a prehearing meeting for applications 1877294 and 1878333 at Govier Hall, 3rd floor, 250 – 5th Street SW, Calgary, Alberta, on April 27, 2018, starting at 9:00 a.m.
The AER issued a notice of hearing on March 16, 2018, announcing a public hearing on the applications. The hearing will be scheduled at a later date.
What is the purpose of the meeting?
- It is to obtain the parties’ views on the issues to be addressed at the hearing and procedural matters.
The meeting will not discuss evidence or argument on the merits of the applications or statements of concern.
Description of the Applications
Bearspaw Petroleum Ltd. (Bearspaw) has applied for an order under section 48(1) of the Oil and Gas Conservation Act (OGCA) declaring Harvest Operations Corp. to be a common carrier of gas produced from the Crossfield Basal Quartz C Pool through a series of pipelines that extend from Legal Subdivision (LSD) 5, Section 36, Township 24, Range 28, West of the 4th Meridian, to LSD 14-16-028-28W4M and a field compressor located in LSD 13-06-027-27W4M. Bearspaw requested, under section 56 of the OGCA, that the order be effective as of the date of the application. Bearspaw has also applied under section 48(4) of the OGCA for an order directing the point at which the common carrier takes delivery of production be LSD 5-36-024-28W4M and directing the proportion of the production to be taken by the common carrier from the producer or owner. Bearspaw has also applied under section 36 of the OGCA for a rateable take order to distribute gas production among wells in the Crossfield Basal Quartz C Pool.

The meeting is open to the public to observe. The meeting will also be webcast at www.meetview.com/aer. This webcast will only be available when the meeting is in progress and is not an official record of the proceeding.
If you are a hearing participant, you can make an oral presentation at the prehearing meeting.
Is this a public process?
Yes. Section 49 of the Alberta Energy Regulator Rules of Practice (Rules of Practice) requires that all documents and information filed in a proceeding be placed on the public record. If you file a submission, you must not include any personal information that you do not want on or are not authorized to put on the public record. Section 49(2) of the Rules of Practice states how to apply to the AER for an order to keep information confidential.
