New Edition of Directive 065

Release Date

Today we released a new edition of Directive 065: Resources Applications for Oil and Gas Reservoirs. The directive has been updated to incorporate application requirements for carbon dioxide (CO2) enhanced oil recovery storage and CO2 sequestration schemes, also known as carbon capture utilization and storage (CCUS), and carbon capture and storage (CCS) schemes, respectively. By clarifying the requirements, we have increased transparency for industry and stakeholders and improved regulatory application efficiency and consistency. During the revisions, we considered feedback from stakeholders.

The following sections have been changed or clarified to reflect current regulatory and operational requirements. Refer to "What's New in this Edition," for more information.

  • Unit 2, "Conservation"
  • Unit 4, "Disposal/Storage"
  • Unit 5, "Approval Transfers"

We have also made consequential amendments to the following directives:

We have included references to the Geothermal Resource Development Rules in Directive 020 and Directive 087. Over the next few months, changes will be made to other directives and manuals to reflect the changes to Directive 065 (e.g., Directive 071: Emergency Preparedness and Response Requirements for the Petroleum Industry).

The draft directive was released on May 30, 2022, and public feedback was accepted through July 10, 2022. A summary of the feedback, including our responses, is available on the Directive 065 webpage.
